Location: Laguna Environmental Center, Santa Rosa, CA. Not a remote position.Starting Wage Range: $34.00 - $37.00 per hour
Summary
Working under the direction of the Director of Administration, this role supports the day-to-day operations of Human Resources and Compliance while also assisting with routine accounting and payroll-related tasks. This position is responsible for a broad range of HR duties, including recruitment and onboarding, employee relations, benefits administration, compliance support, and record keeping, along with entry-level accounting activities such as receipt reconciliation, accounts payable/receivable processing, payroll reporting assistance, vendor compliance tracking, and financial filing. The ideal candidate is mission-aligned, detail-oriented, and capable of balancing multiple responsibilities in a nonprofit environment.
Principal Duties and Responsibilities

Human Resources & Compliance
- In collaboration with department representatives and the Director of Administration, coordinate full-cycle recruitment and hiring processes, including posting jobs, screening applicants, scheduling interviews, and supporting onboarding logistics.
- Assist with employee onboarding and offboarding processes, ensuring compliance with internal procedures and regulatory requirements.
- Maintain up-to-date personnel records, files, compliance-related documentation, and Human Resources Information Systems (HRIS) records with a high level of confidentiality and accuracy.
- Provide administrative support related to benefit plans, annual open enrollment periods, and general employee questions.
- Assist with leave administration (FMLA, CFRA, paid sick leave, etc.) and coordinate documentation and tracking.
- Support compliance efforts by helping ensure organizational practices and procedures align with local, state, and federal employment laws.
- Help process and communicate to staff any updates to the employee handbook and internal policies.
- Assist with HR projects such as employee recognition, engagement surveys, training coordination, and employee culture initiatives.
- Coordinate logistics to deliver employee trainings, workplace policies, and professional development opportunities.
Accounts, Payroll, and Administrative Support
- Reconcile receipts to monthly bank and credit card statements.
- Assist with routine accounts payable (AP) and accounts receivable (AR) processes utilizing QuickBooks Online.
- Maintain organized digital and physical financial filing systems for invoices, receipts, vendor documents, and other accounting records.
- Provide administrative support for budget tracking and grant expense documentation as needed.
- Support biweekly payroll preparation, including gathering and verifying time and data.
Organizational Systems
- Support internal practices that align organizational operations with environmental values, including resource sharing and sustainability-focused purchasing where applicable.
- Represent the Laguna Foundation in a professional manner in all tasks and interactions.
- Assists in public communications, fundraising events, and other Laguna Foundation programs, as needed.
Required Competencies
Required Education and Skills
- Regulatory Knowledge: Strong understanding of California labor law, nonprofit regulations, and employment compliance standards.
- Accounting & Payroll Support: Basic understanding of accounts payable/receivable, expense reconciliation, payroll reporting, and financial filing.

Desired Education and Skills
- Associate degree in Human Resources, Business Administration, or a related field, or equivalent work experience.
- Minimum of 2 years of Accounting experience.
- Minimum of 2 years of progressive HR experience, with at least 1 year in a compliance-focused or policy-oriented role.
- Demonstrated knowledge of California employment laws and HR principles.
- Demonstrated knowledge of Generally Accepted Accounting Principles (GAAP).
- Experience in non-profit bookkeeping, budget development and/or financial management.
- Attention to detail is required.
- Experience using the following computer programs: Microsoft Office Suite, including Word, Excel, Outlook; Google Business Suite, including Drive and Photos; Zoom; Adobe Acrobat.
- Familiarity with HRIS or payroll systems (e.g., Paylocity, ADP, IBS, BambooHR, etc.)
- Proficiency in QuickBooks Online module.
- Experience in a nonprofit or mission-driven organization.
Certification, Training, or Security Clearance Requirements
- HR certification (PHR, SHRM) preferred but not required.
- Experience in non-profit grant and contract tracking, including federal, state, and county supported projects, is desired.
- Bilingual (Spanish/English) a plus.
- Legal authorization to work in the United States.
- Valid Class C Driver’s License and clean driving record.
- A criminal history and DMV record check is required prior to employment (following a conditional offer).
If not already certified, the Laguna Foundation will provide employees with the following:
Supervisory Responsibility
- CPR/AED Certified Training. Must complete training within 30 days of hire and every two years thereafter.
- Sexual Harassment Prevention Training. Must complete one-hour training within 30 days of hire and every two years thereafter.
- Mandated Reporter Training. Must complete training within 30 days of hire if not already completed in previous employment. Certificate of Completion must be submitted.
- Defensive Drive Course. Must complete training within 30 days of hire.
The HR & Accounts Manager does not typically supervise staff but may provide guidance to interns, volunteers, or administrative assistants supporting HR functions. This role may also coordinate with other staff across departments to ensure consistent application of policies and procedures, offering support on basic HR practices.
Physical Demands
This position primarily operates in a standard office environment and requires the ability to remain in a stationary position for extended periods while working at a computer. The role involves frequent use of hands and fingers for typing, handling documents, and operating office equipment. Occasional movement within the office to attend meetings, retrieve files, or support events is required. The employee must be able to communicate effectively in person and by phone. Work Environment
The HR Coordinator will work primarily in a professional office setting with standard equipment such as computers, phones, photocopiers, and filing cabinets. The role requires regular interaction with staff, leadership, and occasionally volunteers or visitors, fostering a collaborative and inclusive atmosphere. While most work is office-based, the position may occasionally require attendance at organizational events, trainings, or community gatherings, which could take place both indoors and outdoors. The noise level is typically moderate. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of the position.
Position Type/Expected Hours of Work
This position is eligible for a hybrid schedule. At least 75% of the work hours must be executed on-site. This position requires attendance at all-staff meetings in person. This position requires a workweek of at least 24 hours per week, up to 32 hours per work week, depending on the incumbent’s workload and daily schedule. A typical work week occurs between business hours, Monday – Friday. Occasional Saturdays and weekday evenings may be requested of this position for company events with advance notice.
Travel
Minimum travel is required for this position. Reliable transportation to and from office location is required. Occasional local travel for off-site meetings or events is required.
